The Committee on Rules, having had under consideration
House Resolution 419, by a record vote of 8 to 2, report the
same to the House with the recommendation that the resolution
be adopted.
SUMMARY OF PROVISIONS OF THE RESOLUTION
The resolution provides for consideration of H.R. 2681,
the Cement Sector Regulatory Relief Act of 2011, under a
modified open rule. The resolution provides one hour of general
debate on H.R. 2681 equally divided and controlled by the chair
and ranking minority member of the Committee on Energy and
Commerce. The resolution waives all points of order against
consideration of H.R. 2681. The resolution makes in order the
amendment in the nature of a substitute to H.R. 2681
recommended by the Committee on Energy and Commerce now printed
in the bill as original text for purpose of amendment, and
provides that it shall be considered as read. The resolution
waives all points of order against the committee amendment in
the nature of a substitute to H.R. 2681. The resolution makes
in order only those amendments to H.R. 2681 that are submitted
for printing in the Congressional Record not later than the
legislative day of Tuesday, October 4, 2011, or pro forma
amendments for the purpose of debate. Each such amendment may
be offered only by the Member who caused it to be printed or a
designee, and each amendment shall be considered as read if
printed. The resolution provides one motion to recommit H.R.
2681 with or without instructions.
