 PROVIDING FOR CONSIDERATION OF THE SENATE AMENDMENT TO THE BILL (H.R. 
 2832) TO EXTEND THE GENERALIZED SYSTEM OF PREFERENCES, AND FOR OTHER 
   PURPOSES; PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 3078) TO 
    IMPLEMENT THE UNITED STATES-COLOMBIA TRADE PROMOTION AGREEMENT; 
 PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 3079) TO IMPLEMENT THE 
   UNITED STATES-PANAMA TRADE PROMOTION AGREEMENT; AND PROVIDING FOR 
 CONSIDERATION OF THE BILL (H.R. 3080) TO IMPLEMENT THE UNITED STATES-
                       KOREA FREE TRADE AGREEMENT

                       [To accompany H. Res. 425]

    The Committee on Rules, having had under consideration 
House Resolution 425, by a record vote of 8 to 3, report the 
same to the House with the recommendation that the resolution 
be adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for the consideration of the bill 
(H.R. 2832) to extend the Generalized System of Preferences, 
and for other purposes, and the Senate amendment thereto. The 
resolution makes in order a motion by the chair of the 
Committee on Ways and Means or his designee that the House 
concur in the Senate amendment to H.R. 2832. The resolution 
waives all points of order against consideration of the motion 
and provides that the Senate amendment shall be considered as 
read. The resolution provides one hour of debate on the motion 
equally divided and controlled by the chair and ranking 
minority member of the Committee on Ways and Means.
    Section 2 of the resolution provides for consideration of 
H.R. 3078, the United States-Colombia Trade Promotion Agreement 
Implementation Act, under a closed rule. The resolution 
provides 90 minutes of debate in the House on H.R. 3078 equally 
divided and controlled by the chair and ranking minority member 
of the Committee on Ways and Means. The resolution waives all 
points of order against consideration of H.R. 3078 and provides 
that it shall be considered as read. The resolution waives all 
points of order against provisions in H.R. 3078. The resolution 
provides one motion to recommit H.R. 3078.
    Section 3 of the resolution provides for the consideration 
of H.R. 3079, the United States-Panama Trade Promotion 
Agreement Implementation Act, under a closed rule. The 
resolution provides 90 minutes of debate in the House on H.R. 
3079, with 30 minutes controlled by Representative Camp of 
Michigan or his designee, 30 minutes controlled by 
Representative Levin of Michigan or his designee, and 30 
minutes controlled by Representative Michaud of Maine, or his 
designee. The resolution waives all points of order against 
consideration of H.R. 3079 and provides that it shall be 
considered as read. The resolution waives all points of order 
against provisions in H.R. 3079. Pursuant to section 151 of the 
Trade Act of 1974, the previous question is considered as 
ordered on H.R. 3079 to final passage without intervening 
motion.
    Section 4 of the resolution provides for the consideration 
of H.R. 3080, the United States-Korea Free Trade Agreement 
Implementation Act, under a closed rule. The resolution 
provides 90 minutes of debate in the House on H.R. 3080, with 
30 minutes controlled by Representative Camp of Michigan or his 
designee, 30 minutes controlled by Representative Levin of 
Michigan or his designee, and 30 minutes controlled by 
Representative Michaud of Maine, or his designee. The 
resolution waives all points of order against consideration of 
H.R. 3080 and provides that it shall be considered as read. The 
resolution waives all points of order against provisions in 
H.R. 3080. Pursuant to section 151 of the Trade Act of 1974, 
the previous question is considered as ordered on H.R. 3080 to 
final passage without intervening motion.
    The Committee intends that the Chair's authority under 
clause 1(c) of rule XIX to postpone further consideration of 
H.R. 3079 or H.R. 3080, notwithstanding the operation of the 
previous question, will be exercised in consonance with section 
151 of the Trade Act of 1974.
    Finally, section 5 of the resolution provides that House 
Resolution 418 is laid on the table.

                         EXPLANATION OF WAIVERS

    Although the rule waives all points of order against 
consideration of the motion to concur in the Senate amendment 
to H.R. 2832, the Committee is not aware of any points of order 
against its consideration. The waiver of all points of order 
against consideration of the motion is prophylactic in nature.
    Although the rule waives all points of order against 
consideration of H.R. 3078, H.R. 3079, and H.R. 3080, the 
Committee is not aware of any points of order against 
consideration of these measures. The waivers against 
consideration of the measures are prophylactic in nature.
    Although the rule waives all points of order against 
provisions in H.R. 3078, H.R. 3079, and H.R. 3080, the 
Committee is not aware of any points of order against the 
provisions of these measures. The waivers against provisions of 
the measures are prophylactic in nature.
