      CONTINUATION OF THE NATIONAL EMERGENCY WITH RESPECT TO IRAN

NOTIFICATION THAT THE NATIONAL EMERGENCY DECLARED ON NOVEMBER 14, 1979 
 WITH RESPECT TO IRAN, MUST CONTINUE IN EFFECT BEYOND NOVEMBER 14, 2011




  November 10, 2011.--Message and accompanying papers referred to the 
         Committee on Foreign Affairs and ordered to be printed
To the Congress of the United States:
    Section 202(d) of the National Emergencies Act (50 U.S.C. 
1622(d)) provides for the automatic termination of a national 
emergency unless, prior to the anniversary date of its 
declaration, the President publishes in the Federal Register 
and transmits to the Congress a notice stating that the 
emergency is to continue in effect beyond the anniversary date. 
In accordance with this provision, I have sent to the Federal 
Register for publication the enclosed notice stating that the 
national emergency with respect to Iran that was declared in 
Executive Order 12170 of November 14, 1979, is to continue in 
effect beyond November 14, 2011.
    Our relations with Iran have not yet returned to normal, 
and the process of implementing the agreements with Iran, dated 
January 19, 1981, is still under way. For these reasons, I have 
determined that it is necessary to continue the national 
emergency declared on November 14, 1979, with respect to Iran, 
beyond November 14, 2011.

      Continuation of the National Emergency With Respect to Iran

    On November 14, 1979, by Executive Order 12170, the 
President declared a national emergency with respect to Iran, 
pursuant to the International Emergency Economic Powers Act (50 
U.S.C. 1701-1706), to deal with the unusual and extraordinary 
threat to the national security, foreign policy, and economy of 
the United States constituted by the situation in Iran. Because 
our relations with Iran have not yet returned to normal, and 
the process of implementing the agreements with Iran, dated 
January 19, 1981, is still under way, the national emergency 
declared on November 14, 1979, must continue in effect beyond 
November 14, 2011. Therefore, consistent with section 202(d) of 
the National Emergencies Act (50 U.S.C. 1622(d)), I am 
continuing for 1 year this national emergency with respect to 
Iran.
    This notice shall be published in the Federal Register and 
transmitted to the Congress.
