   PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 6079) TO REPEAL THE 
  PATIENT PROTECTION AND AFFORDABLE CARE ACT AND HEALTH CARE-RELATED 
 PROVISIONS IN THE HEALTH CARE AND EDUCATION RECONCILIATION ACT OF 2010

                              R E P O R T

                       [To accompany H. Res. 724]

    The Committee on Rules, having had under consideration 
House Resolution 724, by a record vote of 8 to 4, report the 
same to the House with the recommendation that the resolution 
be adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H.R. 6079, the 
Repeal of Obamacare Act, under a closed rule. The resolution 
provides five hours of debate with 30 minutes equally divided 
and controlled by the Majority Leader and Minority Leader or 
their respective designees, 60 minutes equally divided and 
controlled by the chair and ranking minority member of the 
Committee on Education and the Workforce, 60 minutes equally 
divided and controlled by the chair and ranking minority member 
of the Committee on Energy and Commerce, 60 minutes equally 
divided and controlled by the chair and ranking minority member 
of the Committee on Ways and Means, 30 minutes equally divided 
and controlled by the chair and ranking minority member of the 
Committee on the Budget, 30 minutes equally divided and 
controlled by the chair and ranking minority member of the 
Committee on the Judiciary, and 30 minutes equally divided and 
controlled by the chair and ranking minority member of the 
Committee on Small Business. The resolution waives all points 
of order against consideration of the bill. The resolution 
provides that the bill shall be considered as read. The 
resolution waives all points of order against provisions in the 
bill. Finally, the resolution provides one motion to recommit.

                         EXPLANATION OF WAIVERS

    The waiver of all points of order against consideration of 
the bill includes a waiver of clause 11 of rule XXI, 
prohibiting the consideration of an unreported bill or joint 
resolution until the third calendar day on which it has been 
available. Although H.R. 6079 was not introduced until July 9th 
the text of the legislation, as introduced, has been available 
online since July 5th.
    Although the resolution waives all points of order against 
provisions in the bill, the Committee is not aware of any 
points of order. The waiver is prophylactic in nature.
