PROVIDING FOR THE CONSIDERATION OF H.R. 3843, THE SMALL BUSINESS
                      REAUTHORIZATION ACT OF 2000

                                _______

March 14, 2000.--Referred to the House Calendar and ordered to be
                                printed

                                _______

Mr. Hastings of Washington, from the Committee on Rules, submitted the
                               following

                              R E P O R T

                       [To accompany H. Res. 439]

The Committee on Rules, having had under consideration
House Resolution 439, by a nonrecord vote, report the same to
the House with the recommendation that the resolution be
adopted.

summary of provisions of the resolution

The resolution provides for the consideration of H.R. 3843,
the Small Business Reauthorization Act of 2000, under an open
rule. The rule provides one hour of general debate divided
equally between the chairman and ranking minority member of the
Committee on Small Business.
The rule waives all points of order against consideration
of the bill and provides that the bill shall be open for
amendment by section. The waiver of all points of order is
necessary because the bill violates clause 3(d)(2) of rule XIII
(relating to the availability of a cost estimate in a report)
and clause 4(a)(1) of rule XIII (requiring a three-day layover
of the committee report). Members who have preprinted their
amendments in the Congressional Record prior to their
consideration will be given priority in recognition to offer
their amendments if otherwise consistent with House rules.
The rule allows the Chairman of the Committee of the Whole
to postpone votes during consideration of the bill, and to
reduce voting time to five minutes on a postponed question if
the vote follows a fifteen minute vote. The rule provides one
motion to recommit, with or without instructions. Finally, the
rule lays H. Res. 432 (providing for consideration of the
conference report to accompany S. 376) on the table.
