Dear Mr. Speaker: In accordance with section 115(c) of the Continuing Appropriations Resolution, 2013, I hereby designate for Overseas Contingency Operations/Global War on Terrorism all funding so designated by the Congress in section 115(a) pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, as outlined in the enclosed list of accounts. Subject: Designation of Funding for Overseas Contingency Operations/ Global War on Terrorism. Section 115(c) of the Continuing Appropriations Resolution, 2013, provides that the availability of funding that is designated by the Congress in section 115(a) for Overseas Contingency Operations/Global War on Terrorism pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985 (BBEDCA), as amended, is contingent upon the President subsequently so designating all such amounts and transmitting such designations to the Congress. These funds for Overseas Contingency Operations/Global War on Terrorism fund the military and civilian costs necessary to achieve U.S. national security goals in Iraq, Afghanistan, Pakistan and other conflict areas including the continued transition from a military to a civilian-led mission in Iraq. I recommend that you designate for Overseas Contingency Operations/Global War on Terrorism all funding so designated by the Congress in section 115(a) pursuant to section 251(b)(2)(A) of BBEDCA, as outlined in the enclosed list of accounts. Upon transmittal of these designations to the Congress, these funds will be immediately available for obligation and expenditure. No further congressional action will be required. The designation of these funds for Overseas Contingency Operations/Global War on Terrorism allows for adjustments to the discretionary spending limits in Fiscal Year 2013, as specified in section 251(b)(2)(A) of BBEDCA. These adjustments will be reflected when the Office of Management and Budget submits its final sequestration report under section 254(f) of BBEDCA. I have carefully reviewed this proposed action and am satisfied it is necessary at this time. Therefore, I recommend that you make the requested funds available by signing the enclosed letters to the Speaker of the House of Representatives and the President of the Senate. Enclosure.
