  COMPANY H. CON. RES. 68, THE CONCURRENT RESOLUTION ON THE
  BUDGET FOR FISCAL YEARS 2000-2009

    Mr. Linder, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 137]

    The Committee on Rules, having had under consideration 
House Resolution 137, by a non-record vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                  summary of provisions of resolution

    The resolution waives all points of order against the 
conference report on H. Con. Res. 68, the concurrent resolution 
on the budget for fiscal years 2000 through 2009, and against 
its consideration. The rule provides that the conference report 
be considered as read. The rule further provides one hour of 
debate on the conference report, divided equally between the 
chairman and ranking minority member of the Committee on the 
Budget.
    The blanket waiver includes a waiver of clause 4(a) of Rule 
XIII (requiring a three-day layover of the committee report). 
The conference report will be filed on Tuesday, April 13, and 
is scheduled for consideration on the floor as early as 
Wednesday, April 14.
