Res. 185] The Committee on Rules, having had under consideration House Resolution 185, by a nonrecord vote, report the same to the House with the recommendation that the resolution be adopted. summary of provisions of resolution The resolution provides for the consideration of H.R. 1906, the ``Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill, 2000,'' under an open rule. The rule provides one hour of general debate divided equally between the chairman and ranking minority member of the Committee on Appropriations. The rule waives clause 4(a) of rule XIII (requiring a 3 day layover of the committee report) and section 306 of the Congressional Budget Act (prohibiting consideration of legislation within the Budget Committee's jurisdiction, unless reported by the Budget Committee) against consideration of the bill. The rule further waives clause 2 of rule XXI (prohibiting unauthorized and legislative provisions in an appropriations bill) against provisions in the bill. Members who have preprinted their amendments in the Record prior to their consideration may be given priority in recognition to offer their amendments if otherwise consistent with House rules. The Chairman of the Committee of the Whole may postpone votes during consideration of the bill, and reduce voting time to five minutes on a postponed question if the vote follows a fifteen minute vote. Finally, the rule provides for one motion to recommit, with or without instructions. The waiver of clause 4(a) of rule XIII against consideration of the bill is necessary because the report was not printed until Monday, May 24, and the bill is scheduled to be considered on the floor on Tuesday, May 25. Also, the waiver of section 306 of the Congressional Budget Act is necessary because Sec. 733 of the bill, relating to user fee proposals in budget submissions, is within the Budget Committee's jurisdiction, but was not reported by them. Finally, the waiver of clause 2 of rule XXI against provisions in the bill is necessary because there are both legislative and unauthorized provisions in H.R. 1906. The unauthorized provisions in the bill are the Dairy Indemnity Program, the Elderly Feeding Program, and the Emerson-Leland Hunger Fellowships. Title VII of the committee report lists the legislative changes contained in the bill.
