      PROVIDING FOR CONSIDERATION OF MOTIONS TO SUSPEND THE RULES

              Mr. Sessions, from the Committee on Rules, 
                        submitted the following

                              R E P O R T

                       [To accompany H. Res. 827]

    The Committee on Rules, having had under consideration 
House Resolution 827, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides that it shall be in order on any 
day through the legislative day of December 28, 2012, not 
previously authorized under clause 1 of rule XV, for the 
Speaker to entertain motions that the House suspend the rules, 
as though under clause 1(c) of rule XV. Clause 1 of rule XV 
authorizes motions to suspend the rules on Mondays, Tuesdays 
and Wednesdays, and during the last six days of a session of 
Congress.
    The resolution further provides that the Speaker or his 
designee shall consult with the Minority Leader or her designee 
on the designation of any matter for consideration under 
suspension of the rules pursuant to the resolution.
