Motor Vehicle Use Map (MVUM)
The Motor Vehicle Use Map (MVUM) shows legal roads, seasonal and wildlife closures, and is used by law enforcement and Forest staff to enforce which roads are legally open to vehicles. The MVUM was created to allow appropriate access for wheeled motor vehicles while protecting forest resources from damage caused by unmanaged motorized use. It follows the Travel Management Rule of 2005 (Federal Register Vol. 70. No 216, 2005), which required each National Forest to designate a system of roads and trails open to motorized vehicles.

About the Motor Vehicle Use Map
The MVUM shows the roads, trails, and areas where you can legally drive your wheeled motor vehicles. These roads, trails and areas are designated by type of motor vehicle allowed and the allowable season of use. All motor vehicle operators are required to know and follow the regulations displayed on the MVUM when driving a motor vehicle on the forest.
National Forest System Roads that allow motor vehicle use two primary designations:
- Roads Open to Highway Legal Vehicles Only (passenger cars, pickup trucks, SUVs and motorcycles that by state law are licensed for general operation on all public roads within the state)
- Roads Open to All Vehicles (ATVs, UTVs (side by sides), off road motorcycles, golf carts and any other motor vehicle that by state law is not licensed for general operation on all public roads in the state)
A road that is designated as "open to all motor vehicles" allows any motor vehicle both licensed and unlicensed for general operation on all public roads in Washington state.
- Visitors may legally drive only on the roads and trails identified on the MVUM. Operation of unlicensed vehicles on Forest roads and motorized cross-country travel off of designated routes are prohibited on the GPNF.
- The MVUM displays regulations on road and trail access for all types of wheeled motor vehicles, including street legal and off highway vehicles. Here's a list of official definitions of vehicles and modes of transportations.
- The MVUM is issued annually – we use your feedback to improve the product each year.
- Within 150 feet of many roads identified on the MVUM, visitors may use motor vehicles along existing routes to reach dispersed campsites.
- Snowmobile use is not regulated by the MVUM.
- Forest Visitor Maps and District Maps should be used in conjunction with the MVUM to help you navigate the Forest.
State Law and All Terrain Vehicles (ATVs)
The state law Engrossed Substitute House Bill 1632 (ESHB 1632) does not allow general operation of wheeled ATVs on all public roads in the state even if they are licensed. By Forest Service policy, roads designated as “Open to Highway Legal Vehicles Only” are open to motor vehicles licensed under state law for general operation on all public roads within the state. Therefore wheeled ATVs are not highway legal vehicles under Forest Service policy. The bill has no direct effects on policies or access decisions for public lands. The MVUM displays roads and trails where ATVs are currently legal to operate.
