DEPARTMENT OF AGRICULTURE Forest Service CAPITAL IMPROVEMENT AND MAINTENANCE FY 2015 Budget Appendix Page: 173 FY 2015 Pending Request: -- Proposed Amendment: Language Revised Request: -- (In the appropriations language under the above heading, delete ``2014'' and substitute 2015.) This amendment would revise the fiscal year referenced in the language to reflect correctly the policy assumed in the FY 2015 Budget. Without this amendment, funding for the forest roads and trails activity becoming available in FY 2015 under the Act of March 4, 1913 (16 U.S.C. 501) would not be transferred to the General Fund of the Treasury. The proposed FY 2015 Budget totals would not be affected by this technical language amendment. DEPARTMENT OF AGRICULTURE TITLE VII--GENERAL PROVISIONS FY 2015 Budget Appendix Page: 192 FY 2015 Pending Request: -- Proposed Amendment: Language Revised Request: -- (In the appropriations language under the above heading, delete section 716 and renumber the subsequent sections accordingly.) This amendment would remove a General Provision that was inadvertently retained in the FY 2015 Budget. Without this amendment, the Denali Commission, which is estimated to receive into its trust fund approximately $7 million in FY 2015 in interest payments on the Trans-Alaska Pipeline Liability Fund, would have access to these funds limited to a maximum of $4 million in that year. The proposed FY 2015 Budget totals would not be affected by this technical language amendment. DEPARTMENT OF DEFENSE--MILITARY PROGRAMS Operation and Maintenance OFFICE OF THE INSPECTOR GENERAL FY 2015 Budget Appendix Page: 252 FY 2015 Pending Request: -- Proposed Amendment: Language Revised Request: -- (In the appropriations language under the above heading, delete the opening bracket after ``2017'' and insert a new opening bracket after ``procurement'' and before the colon.) This amendment would reinstate language inadvertently deleted in the FY 2015 Budget that is necessary to specify that a portion of the funds is available for procurement. The proposed FY 2015 Budget totals would not be affected by this technical language amendment. DEPARTMENT OF ENERGY Energy Programs NUCLEAR ENERGY FY 2015 Budget Appendix Page: 393 FY 2015 Pending Request: -- Proposed Amendment: Language Revised Request: -- (In the appropriations language under the above heading, add the following new language after ``direction'' and before the period:) including official reception and representation expenses not to exceed $10,000 The proposed language would provide $10,000 in reception and representation funding within the Nuclear Energy account to support the Gen IV International Forum Policy Group Meeting, a nuclear energy-specific event that will be hosted by the United States in the first quarter of FY 2016. Planning and funds obligation would need to occur in FY 2015 to support the meeting schedule. The proposed FY 2015 Budget totals would not be affected by this technical language amendment. DEPARTMENT OF HOMELAND SECURITY GENERAL PROVISIONS FY 2015 Budget Appendix Page: 566 FY 2015 Pending Request: -- Proposed Amendment: Language Revised Request: -- (In the appropriations language under the above heading, in section 543, paragraph (a)(1), delete ``37'' and substitute 67.) This amendment corrects the citation to the Bipartisan Budget Act of 2013. The proposed FY 2015 Budget totals would not be affected by this technical language amendment. DEPARTMENT OF THE INTERIOR Bureau of Reclamation INDIAN WATER RIGHTS SETTLEMENTS FY 2015 Budget Appendix Page: 653 FY 2015 Pending Request: -- Proposed Amendment: Language Revised Request: -- (In the appropriations language under the above heading, in the second proviso delete ``111-390'' and substitute 110-390.) This amendment corrects the citation to the White Mountain Apache Tribe Rural Water System Loan Authorization Act. The proposed FY 2015 Budget totals would not be affected by this technical language amendment. DEPARTMENT OF THE INTERIOR Bureau of Indian Affairs and Bureau of Indian Education OPERATION OF INDIAN PROGRAMS FY 2015 Budget Appendix Page: 692 FY 2015 Pending Request: -- Proposed Amendment: Language Revised Request: -- (In the appropriations language under the above heading, in the fifth proviso delete ``2013'' and substitute 2014.) This amendment would revise the fiscal year referenced in the language. Without this amendment, funds would be prohibited from being spent in FY 2015. DEPARTMENT OF THE INTERIOR GENERAL PROVISIONS FY 2015 Budget Appendix Page: 732 FY 2015 Pending Request: -- Proposed Amendment: Language Revised Request: -- (In the appropriations language under the above heading, add at the end the following new section:) REAUTHORIZE THE FOREST ECOSYSTEM HEALTH AND RECOVERY FUND Sec. 421. Provided further, That the language under the heading ``Forest Ecosystem Health and Recovery Fund'' in the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2010 (Public Law 111-88) is amended by striking ``2015'' each place it appears and inserting ``2020''. This amendment would extend from FY 2015 to FY 2020 the authority for the Bureau of Land Management's (BLM) Forest Ecosystem Health and Recovery Fund to initiate forest ecosystem health and recovery projects, such as release from competing vegetation and density control treatments. The reauthorization allows receipts derived from these activities to be deposited back to the Fund and makes the receipts available for those purposes. If the authority were to lapse in FY 2015, the scope of the permanent authority from the FY 1993 Department of the Interior and Related Agencies Appropriations Act (Public Law 102-381) would only permit BLM to plan and prepare salvage timber sales and to complete subsequent site reforestation. The proposed FY 2015 Budget totals would not be affected by this technical language amendment. DEPARTMENT OF STATE AND OTHER INTERNATIONAL PROGRAMS GENERAL PROVISIONS FY 2015 Budget Appendix Page: 938 FY 2015 Pending Request: -- Proposed Amendment: Language Revised Request: -- (In the appropriations language under the above heading, in section 7062, after ``$160,000,000'' insert of unobligated balances; after ``under'' insert titles I, III, and IV of; and after ``title I of this Act'' insert no later than the end of the fifth fiscal year after the last fiscal year for which such funds were made available.) This amendment would revise the special transfer language relating to Contributions to International Organizations that was included in the FY 2015 Budget to allow the appropriations provided in FY 2015 to be utilized more fully. The proposed language prospectively permits the capture of expired unobligated balances of FY 2015 appropriations prior to cancellation when it is certain that the original obligations will have been fully paid and closed out. This language would reflect more accurately the intent to associate accrued costs of U.S. membership in international organizations to the relevant fiscal year. This would be applicable in cases where U.S. financial participation is restricted. The proposed FY 2015 Budget totals would not be affected by this technical language amendment. NATIONAL SCIENCE FOUNDATION AGENCY OPERATIONS AND AWARD MANAGEMENT FY 2015 Budget Appendix Page: 1218 FY 2015 Pending Request: -- Proposed Amendment: Language Revised Request: -- (In the appropriations language under the above heading, add the following new proviso before the period:) : Provided further, That, of the amount provided for costs associated with the acquisition, occupancy, and related costs of new headquarters space, not more than $27,370,000 shall remain available until expended This amendment would provide the National Science Foundation flexibility to implement its headquarters relocation and is similar to authority the agency possesses for other major projects. The proposed FY 2015 Budget totals would not be affected by this technical language amendment. COURT SERVICES AND OFFENDER SUPERVISION AGENCY FOR THE DISTRICT OF COLUMBIA FEDERAL PAYMENT TO THE COURT SERVICES AND OFFENDER SUPERVISION AGENCY FOR THE DISTRICT OF COLUMBIA FY 2015 Budget Appendix Page: 1281 FY 2015 Pending Request: -- Proposed Amendment: Language Revised Request: -- (In the appropriations language under the above heading, after ``2002;'' insert the following new language:) of which $6,990,000, to remain available until September 30, 2017, is for relocation of an offender supervision field office; This amendment would modify the appropriations language to make $6.99 million from the requested budget authority available for a three-year period, to be used only for the relocation expenses of an offender supervision field office. Subsequent to transmittal of the FY 2015 Budget, the agency learned from the General Services Administration that the relocation and expansion of the field office may not occur in FY 2015 as originally planned. The proposed FY 2015 Budget totals would not be affected by this technical language amendment.
