Res. 115] The Committee on Rules, having had under consideration House Resolution 115, by a nonrecord vote, report the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF THE RESOLUTION The resolution provides for consideration of H.J. Res. 44, the ``Further Continuing Appropriations Amendments, 2011,'' under a closed rule. The resolution waives all points of order against consideration of the joint resolution. The resolution provides that the joint resolution shall be considered as read. The resolution waives all points of order against provisions in the joint resolution. The resolution provides one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations. Finally, the resolution provides one motion to recommit. EXPLANATION OF WAIVERS The waiver of all points of order against consideration of the joint resolution includes a waiver of section 302(f) of the Congressional Budget Act. Although the joint resolution reduces spending by $2 billion per week over the two week life of the further continuing appropriations, the Congressional Budget Office is required by scorekeeping rules to annualize the score comparing it to the House-passed continuing resolution (H.R. 1) causing the joint resolution to be scored at a higher level, thus the joint resolution is presumed to breach the Appropriation Committee's section 302 allocations. The waiver of all points of order against consideration of the resolution also includes a waiver of clause 11 of rule XXI, requiring the three day availability of introduced measures prior to their consideration. The resolution was introduced on Monday, February 28, 2011, and is expected to be considered as early as Tuesday, March 1, 2011. While the resolution was introduced on Monday, February 28, 2011, the text of the resolution was made electronically available to all Members and the public on the website of the Committee on Rules on Friday, February 25, 2011. Although the rule also waives all points of order against provisions in the joint resolution, the Committee is not aware of any points of order against provisions in the joint resolution. The waiver of all points of order against provisions in the joint resolution is prophylactic in nature.
