Res. 79] The Committee on Rules, having had under consideration House Resolution 79, by a record vote of 7 to 2, report the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF THE RESOLUTION The resolution provides for consideration of the bill (H.R. 514) to extend expiring provisions of the USA PATRIOT Improvement and Reauthorization Act of 2005 and Intelligence Reform and Terrorism Prevention Act of 2004 relating to access to business records, individual terrorists as agents of foreign powers, and roving wiretaps until December 8, 2011, under a closed rule. The resolution waives all points of order against consideration of the bill. The resolution provides that the bill shall be considered as read. The resolution provides one hour of debate, with 40 minutes equally divided and controlled by the chair and ranking minority member of the Committee on the Judiciary and 20 minutes equally divided and controlled by the chair and ranking minority member of the Permanent Select Committee on Intelligence. EXPLANATION OF WAIVERS Although the resolution waives all points of order against consideration of the bill and provisions in the bill, the Committee is not aware of any points of order. The waiver is prophylactic.
