Dear Mr. Speaker: I ask the Congress to consider the enclosed Fiscal Year (FY) 2015 Budget amendments for the Department of Defense (DOD) and the Department of State and Other International Programs (State/OIP) to fund Overseas Contingency Operations (OCO). These amendments would provide $5.6 billion for OCO activities to degrade and ultimately defeat the Islamic State of Iraq and the Levant (ISIL)-- including military operations as part of Operation Inherent Resolve. Accordingly, this request would provide $5.0 billion for DOD OCO activities in addition to the $58.6 billion DOD OCO request I submitted to the Congress in June 2014, and would result in a total DOD OCO request for FY 2015 of $63.6 billion. This amount is $15.8 billion less than the $79.4 billion placeholder for DOD OCO in the FY 2015 Budget. The request would also provide $520 million for State/OIP OCO activities, which is in addition to the $7.3 billion I requested for state/ OIP OCO activities in the FY 2015 Budget and the June budget amendment. The approach to counter ISIL has evolved with emerging requirements identified subsequent to the June OCO amendment, and therefore not previously requested. These amendments include the additional funding necessary to degrade and ultimately defeat ISIL through a comprehensive and sustained counterterrorism strategy. Submitted for your consideration are amendments to your Fiscal Year (FY) 2015 Overseas Contingency Operations (OCO) request for the Department of Defense (DOD) and the Department of State and Other International Programs (State/OIP). The purpose of these amendments is to provide the resources needed to support your comprehensive strategy to degrade, and ultimately defeat, the Islamic State of Iraq and the Levant (ISIL), including military operations associated with Operation Inherent Resolve (OIR). Our approach to counter ISIL, including OIR, has evolved with emerging requirements and additional funding needs identified subsequent to the FY 2015 OCO request submitted to the Congress in June. This package submits for your consideration an additional $5.0 billion for DOD OCO funding (for an FY 2015 total of $63.6 billion), as well as an increase of $520 million for State/OIP OCO funding (for an FY 2015 total of $7.8 billion). Overall, these amendments result in a total FY 2015 OCO request of $71.4 billion, which is $14.0 billion less than the sum of the OCO placeholder for DOD and the OCO request for State/OIP in the FY 2015 Budget. ISIL poses an immediate threat to Iraq, Syria, and American allies and partners throughout the region as it seeks to overthrow governments, control territory, terrorize local populations, and implement an oppressive and intolerant interpretation of sharia law. If left unchecked, ISIL could pose a growing threat to the United States and others beyond the region. Thousands of foreign fighters--including Europeans and some Americans--have joined ISIL in Syria and Iraq. We are concerned that these trained and battle-hardened fighters will try to return to their home countries and carry out deadly attacks. At the same time, ISIL is attempting to assert itself as the leader of the global jihad. ISIL remains well-resourced and has demonstrated an ability to recruit and radicalize through social media. Funding in this amendment will provide resources to support your comprehensive strategy during FY 2015. In support of OIR, these amendments request funding for DOD to conduct a range of military operations against ISIL in the Middle East region, including for items such as:
sustaining personnel forward deployed to the Middle East to provide training, advice, and assistance to partner security forces engaged in the fight against ISIL; providing forces with enablers to support operations, especially the intelligence, surveillance, and reconnaissance (ISR) platforms and support that are essential to conduct comprehensive counterterrorism operations; replenishing or replacing munitions expended while conducting airstrikes against ISIL, including from Air Force and Navy platforms; and financing operations and maintenance costs for air, ground, and naval operations, including: flying hours; ship steaming days; and fuel, supplies, and repair parts. The request includes $1.6 billion to establish the Iraq Train and Equip Fund (ITEF). ITEF would provide DOD, working with our coalition partners, the resources and authorities to develop and support Iraqi national security forces, including Kurdish forces, as they confront ISIL in Iraq. Our advisors are working to train and advise Iraqi forces, including Kurdish forces, to improve their ability to plan, lead and conduct operations against ISIL. ITEF will provide the resources to help reconstitute and develop security forces. This combination of operational advising and support and force development will be a critical step in our effort to degrade and ultimately defeat ISIL in Iraq and ultimately the entire region. ITEF will complement other efforts to enable partners to counter terrorism, such as the Counterterrorism Partnerships Fund you requested in your June 2014 OCO request. The proposed OCO funding is additive to the $58.6 billion DOD request you sent to the Congress in June 2014, which included the costs of operations in Afghanistan, DOD's strong forward military presence in the broader Middle East region, and other critical missions. The costs of military operations against ISIL in the Middle East region were not included in the June 2014 request, and the Department requires additional funding to fulfill your counter-ISIL strategy in order to avoid diverting funding from other key priorities within its budget. These amendments also include $520 million in funding for State/OIP, which is additive to the $7.3 billion total OCO request for State/OIP in the FY 2015 Budget and June OCO amendment including CTPF. The existing request provides funding for diplomacy, governance, and security programs and activities to respond to the situation in Syria and other ongoing global crises. Amendments include additional resources to counter ISIL in Iraq, Syria, and the rest of the region. The funds will support the following activities: bolstering regional partners and their efforts to address extremist threats along their borders; expanding ongoing assistance to the moderate Syrian opposition to develop their capacity to provide local security for their communities; providing assistance to meet emergency humanitarian needs in Iraq; and exposing ISIL's bankrupt ideology and narrative by amplifying positive messaging through international media and public diplomacy programs. Recommendation I reviewed these amendments and am satisfied that they are necessary at this time. This amendment would provide $1.6 billion for assistance to military and other security forces of, or associated with, the Government of Iraq (GoI), including Kurdish and tribal security forces, with a national security mission to counter ISIL. The authority includes the provision of equipment, supplies, services, training, facility and infrastructure repair, renovation, construction, and stipends. Of note, the proposal for this authority also includes provisions to ensure Iraqi contributions to this effort, since Iraqi partnership is critical to this effort. Specifically, the Iraqi Train and Equip Fund (ITEF) addresses the requirement to build the Iraqi military, other security forces, and Peshmerga proficiency; and to provide material support to tribal elements allied with Iraqi forces. The GoI will be required to contribute to the cost burden, including items such as site operations, life support of its forces, and other costs; coalition partners will contribute personnel and support for this effort. Key principals of the ITEF are that (1) the GoI is in the lead and will share the cost burden, (2) U.S. assistance levels are limited and are focused on bridging the most critical near- term capabilities consistent with the campaign plan, and (3) coalition participation and support will be actively sought for both personnel and financial support.
