DECLARED IN EXECUTIVE ORDER 12938, AS AMENDED, IS TO CONTINUE IN EFFECT 
                  FOR 1 YEAR BEYOND NOVEMBER 14, 2014

    Dear Mr. Speaker: Section 202(d) of the National 
Emergencies Act (50 U.S.C. 1622(d)), provides for the automatic 
termination of a national emergency unless, within 90 days 
prior to the anniversary date of its declaration, the President 
publishes in the Federal Register and transmits to the Congress 
a notice stating that the emergency is to continue in effect 
beyond the anniversary date. In accordance with this provision, 
I have sent to the Federal Register for publication the 
enclosed notice, stating that the national emergency with 
respect to the proliferation of weapons of mass destruction 
that was declared in Executive Order 12938 is to continue in 
effect beyond November 14, 2014.

      Continuation of the National Emergency with Respect to the 
              Proliferation of Weapons of Mass Destruction

    On November 14, 1994, by Executive Order (E.O.) 12938, the 
President declared a national emergency with respect to the 
unusual and extraordinary threat to the national security, 
foreign policy, and economy of the United States posed by the 
proliferation of nuclear, biological, and chemical weapons 
(weapons of mass destruction) and the means of delivering such 
weapons. On July 28, 1998, the President issued E.O. 13094, 
amending E.O. 12938, to respond more effectively to the 
worldwide threat of weapons of mass destruction proliferation 
activities. On June 28, 2005, the President issued E.O. 13382, 
which, inter alia, further amended E.O. 12938, to improve our 
ability to combat proliferation. The proliferation of weapons 
of mass destruction and the means of delivering them continues 
to pose an unusual and extraordinary threat to the national 
security, foreign policy, and economy of the United States; 
therefore, the national emergency first declared on November 
14, 1994, and extended in each subsequent year, must continue. 
In accordance with section 202(d) of the National Emergencies 
Act (50 U.S.C. 1622(d)), I am continuing the national emergency 
declared in Executive Order 12938.
    This notice shall be published in the Federal Register and 
transmitted to the Congress.
