PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 2) TO AMEND TITLE XVIII 
 OF THE SOCIAL SECURITY ACT TO REPEAL THE MEDICARE SUSTAINABLE GROWTH 
 RATE AND STRENGTHEN MEDICARE ACCESS BY IMPROVING PHYSICIAN PAYMENTS  
 AND MAKING OTHER IMPROVEMENTS, TO REAUTHORIZE THE CHILDREN'S HEALTH 
 INSURANCE PROGRAM, AND FOR OTHER PURPOSES, AND PROVIDING FOR PROCEEDINGS
 DURING THE PERIOD FROM MARCH 27, 2015, THROUGH APRIL 10, 2015

    The Committee on Rules, having had under consideration 
House Resolution 173, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H.R. 2, the 
Medicare Access and CHIP Reauthorization Act of 2015, under a 
closed rule. The resolution provides one hour of debate equally 
divided among and controlled by the chairs and ranking minority 
members of the Committee on Energy and Commerce and the 
Committee on Ways and Means. The resolution waives all points 
of order against consideration of the bill. The resolution 
provides that the amendment printed in this report shall be 
considered as adopted and the bill, as amended, shall be 
considered as read. The resolution waives all points of order 
against provisions in the bill, as amended. The resolution 
provides one motion to recommit with or without instructions.
    Section 2 of the resolution provides that on any 
legislative day during the period from March 27, 2015 through 
April 10, 2015: (a) the Journal of the proceedings of the 
previous day shall be considered as approved; and (b) the Chair 
may at any time declare the House adjourned to meet at a date 
and time, within the limits of clause 4, section 5, article I 
of the Constitution, to be announced by the Chair in declaring 
the adjournment.
    Section 3 of the resolution provides that the Speaker may 
appoint Members to perform the duties of the Chair for the 
duration of the period addressed by section 2 of the resolution 
as though under clause 8(a) of rule I.
    Section 4 of the resolution provides that each day during 
the period addressed by section 2 of the resolution shall not 
constitute a calendar day for purposes of section 7 of the War 
Powers Resolution (50 U.S.C. 1546).
    Section 5 of the resolution provides that the Committee on 
Financial Services and the Committee on Ways and Means each 
may, at any time before 5 p.m. on April 6, 2015, file reports 
to accompany measures.

                         EXPLANATION OF WAIVERS

    The waiver of all points of order against consideration of 
the bill includes a waiver of the following:
     Section 302(f) of the Congressional Budget Act, 
which prohibits consideration of legislation providing new 
budget authority in excess of a 302(a) allocation of such 
authority;
     Section 303 of the Congressional Budget Act, 
prohibiting consideration of legislation, providing a change in 
revenues for a fiscal year until the budget resolution for that 
year has been agreed to;
     Section 311 of the Congressional Budget Act of 
1974, which prohibits consideration of legislation that would 
cause the level of total new budget authority for the first 
fiscal year to be exceeded; and
     Clause 10 of rule XXI, which prohibits the 
consideration of a bill if it has the net effect of increasing 
mandatory spending over the five-year or ten-year period.
    Although the rule waives all points of order against 
provisions in the bill, as amended, the Committee is not aware 
of any points of order. The waiver is prophylactic in nature.
