Res. 579] The Committee on Rules, having had under consideration House Resolution 579, by a record vote of 8 to 4, report the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF THE RESOLUTION The resolution provides for the consideration of the Senate amendment to H.R. 3762, the Restoring Americans' Healthcare Freedom Reconciliation Act of 2015. The resolution makes in order a motion offered by the chair of the Committee on the Budget or his designee that the House concur in the Senate amendment to H.R. 3762. The resolution waives all points of order against consideration of the motion. The resolution provides that the Senate amendment and the motion shall be considered as read. The resolution provides one hour of debate on the motion equally divided and controlled by the chair and ranking minority member of the Committee on the Budget or their respective designees. Section 2 of the resolution extends the staff deposition authority provided to the Committees on Energy and Commerce; Financial Services; Science, Space, and Technology; and Ways and Means through the end of the 114th Congress. This section amends section 3(b)(1) of H. Res. 5 (114th Congress) by striking ``the first session of''. EXPLANATION OF WAIVERS The waiver of all points of order against consideration of the motion includes a waiver of the following:Clause 4 of rule XXI, which prohibits reporting a bill or joint resolution carrying an appropriation from a committee not having jurisdiction to report an appropriation, and an amendment proposing an appropriation shall not be in order during the consideration of a bill or joint resolution reported by a committee not having that jurisdiction; and Clause 5(a) of rule XXI, which prohibits a bill or joint resolution carrying a tax or tariff measure from being reported by a committee not having jurisdiction to report tax or tariff measures, and an amendment in the House or proposed by the Senate carrying a tax or tariff measure shall not be in order during the consideration of a bill or joint resolution reported by a committee not having that jurisdiction.
