 PROVIDING FOR CONSIDERATION OF THE CONFERENCE REPORT TO ACCOMPANY THE 
BILL (H.R. 2346) MAKING SUPPLEMENTAL APPROPRIATIONS FOR THE FISCAL YEAR 
           ENDING SEPTEMBER 30, 2009, AND FOR OTHER PURPOSES

                              R E P O R T

                       [To accompany H. Res. 545]

    The Committee on Rules, having had under consideration 
House Resolution 545, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of the conference 
report to accompany H.R. 2346, the Supplemental Appropriations 
Act, 2009. The resolution waives all points of order against 
the conference report and against its consideration. The 
resolution provides that the conference report shall be 
considered as read. The resolution provides that the Chair may 
postpone further consideration of the conference report to a 
time designated by the Speaker.

                         EXPLANATION OF WAIVERS

    The waiver of all points of order against consideration of 
the conference report includes a waiver of clause 8 of rule 
XXII (requiring a three-day layover of conference reports and 
the accompanying joint explanatory statement). The conference 
report does not violate clauses 9 or 10 of rule XXI. Although 
the rule waives all points of order against the conference 
report, the Committee is not aware of any points of order. The 
waiver of all points of order is prophylactic.
