The details of this action are set forth in the enclosed letter from the Deputy Director of the Office of Management and Budget. I concur with his comments and observations. Sincerely, George W. Bush. Enclosure. [Estimate No. 17, 107th Cong., 1st Sess.] Executive Office of the President, Office of Management and Budget, Washington, DC, September 28, 2001. The President, The White House. Submitted for your consideration are requests to make available by transfer previously appropriated funds provided in P.L. 107-38, the Emergency Supplemental Appropriations Act for Recovery from and Response to Terrorist Attacks on the United States, FY 2001. On September 21st you authorized the initial transfers from the Emergency Response Fund (ERF) totaling $5.1 billion.
