Con. Res. 84 is to promote drug-free communities through drug prevention efforts, education, parental involvement, and community-wide support. Red Ribbon Week is October 23-31, and it is recognized by Governors, State Attorneys General, Parent Teacher Associations, and other community groups. This Resolution declares that the Congress supports the goals of Red Ribbon Week, and it encourages all Americans to promote drug-free communities and to participate in drug prevention activities to show support for healthy, productive, drug-free lifestyles. BACKGROUND AND NEED FOR LEGISLATION Red Ribbon Week began in 1985 following the death of Enrique ``Kiki'' Camarena, a Drug Enforcement Agent who was close to uncovering the identities of key members of a Mexican drug cartel. Saddened by his death and concerned by the destruction caused by drugs in America, his friends and family began wearing Red Ribbons in his honor to raise the consciousness of communities throughout the Imperial Valley. ``Camarena Clubs'' sprouted throughout the region, sparking public awareness about the importance of drug prevention. This campaign eventually spread to other parts of the United States. Other organizations, such as the National Family Partnership, initiated a grassroots movement using the Red Ribbon as a symbol of their commitment to drug free youth. Red Ribbon Week activities engage over 80 million participants annually. Red Ribbon awareness extends beyond the month of October, with teachers utilizing lesson plans and resources from National Family Partnership and its affiliate members in thousands of schools and communities year-round. Red Ribbon Week prevention activities are an important tool through which local communities learn, educate, and act to ensure a healthier future for our Nation's youth. The program focuses on identifying resources for parents and collaborating with community stakeholders to provide primary prevention and education to strengthen healthy families. H. Con. Res. 84 recognizes the important strides the Nation has made in combating drug abuse, and supports the goals of Red Ribbon Week. HEARINGS The Subcommittee on Health held a hearing entitled, ``Advancing the Health of the American People: Addressing Various Public Health Needs'' on June 27, 2001. The Subcommittee heard testimony on H. Con. Res. 84 at the hearing. The witness testifying on the bill was Ms. Judy Cushing, Immediate Past President, National Family Partnership. COMMITTEE CONSIDERATION On Wednesday, July 11, 2001, the Subcommittee on Health met in open markup session and approved H. Con. Res. 84 for Full Committee consideration, by a voice vote, a quorum being present. On Wednesday, July 18, 2001, the Full Committee met in open markup session and ordered H. Con. Res. 84 favorably reported to the House by unanimous consent, a quorum being present. COMMITTEE VOTES Clause 3(b) of rule XIII of the Rules of the House of Representatives requires the Committee to list the record votes on the motion to report legislation and amendments thereto. There were no record votes taken in connection with ordering H. Con. Res. 84 reported. A motion by Mr. Tauzin to order H. Con. Res. 84 reported to the House was agreed to by unanimous consent. COMMITTEE OVERSIGHT FINDINGS Pursuant to clause 3(c)(1) of rule XIII of the Rules of the House of Representatives, the Committee held a legislative hearing and made findings that are reflected in this report. STATEMENT OF GENERAL PERFORMANCE GOALS AND OBJECTIVES The goal of H. Con. Res. 84 is to show the support of the Congress for Red Ribbon Week in promoting drug-free communities. NEW BUDGET AUTHORITY, ENTITLEMENT AUTHORITY, AND TAX EXPENDITURES In compliance with clause 3(c)(2) of rule XIII of the Rules of the House of Representatives, the Committee finds that H. Con. Res. 84, a concurrent resolution supporting the goals of Red Ribbon Week in promoting drug-free communities, would result in no new or increased budget authority, entitlement authority, or tax expenditures or revenues. COMMITTEE COST ESTIMATE The Committee adopts as its own the cost estimate prepared by the Director of the Congressional Budget Office pursuant to section 402 of the Congressional Budget Act of 1974. Res. 84 would express the Congress' support of the goals of Red Ribbon Week (October 23 through October 31, 2001) and would encourage Americans to promote drug-free communities and to participate in drug prevention activities. FEDERAL MANDATES STATEMENT The Committee adopts as its own the estimate of Federal mandates prepared by the Director of the Congressional Budget Office pursuant to section 423 of the Unfunded Mandates Reform Act. ADVISORY COMMITTEE STATEMENT No advisory committees within the meaning of section 5(b) of the Federal Advisory Committee Act were created by this legislation. CONSTITUTIONAL AUTHORITY STATEMENT Pursuant to clause 3(d)(1) of rule XIII of the Rules of the House of Representatives, the Committee finds that the Constitutional authority for this legislation is provided in Article I, section 8, clause 3, which grants Congress the power to regulate commerce with foreign nations, among the several States, and with the Indian tribes. APPLICABILITY TO LEGISLATIVE BRANCH The Committee finds that the legislation does not relate to the terms and conditions of employment or access to public services or accommodations within the meaning of section 102(b)(3) of the Congressional Accountability Act.
