GAO reviewed the Department of Justice's (DOJ) new rule on disbursements from the September 11th Victim Compensation Fund of 2001. GAO found that (1) the rule would change the treatment of collateral sources, including pensions, and adjust the presumed economic loss methodology in a manner that should increase potential awards for most claimants and (2) DOJ complied with applicable requirements in promulgating the rule.
