Dear Mr. Speaker: In order to continue responses necessary as a result of the September 11th terrorist attacks, I am notifying the Congress of my intent to reallocate funds previously transferred from the Emergency Response Fund (ERF). At this time, $290 million of ERF funds will be transferred to the Department of State to accelerate a variety of initiatives already underway in Afghanistan. Submitted for your consideration is a request to reallocate funds provided in P.L. 107-38, the Emergency Supplemental Appropriations Act for Recovery from and Response to Terrorist Attacks on the United States, FY 2001, to the Department of State. To accelerate a variety of ongoing initiatives in Afghanistan, your senior advisors now recommend that you reallocate $290 million in Emergency Response Fund resources previously transferred to the Department of Defense (DOD). These DOD funds were originally planned for military operations. At this time, we believe these funds should be used to support the government of Afghanistan's efforts to secure and rebuild Afghanistan for the Afghan people. These funds would be used for items such as: accelerating police reform throughout Afghanistan; support for the Afghan National Army; funding for elections and governance; and, rehabilitation of roads in Afghanistan. Pursuant to P.L. 107-38, all of these funds will be made available 15 days after the transmittal of this request. I have carefully reviewed this proposal and am satisfied that it is necessary at this time. For ESF, $95 million for continued de-mining and construction on the Kabul-Kandahar-Herat Road and construction of secondary roads, $23 million for technical assistance and logistical support for the Bonn Process; $23 million for budget support to the Afghan Government, and $12 million for power generation projects. For FMF, $77 million for infrastructure, equipment, and training of the Afghan National Army. For INCLE, $50 million for acceleration of police reform, including equipment, salary support, and training for the national police, border police, and highway patrol. For NADR, $10 million for the continuation of protection for Afghan President Karzai.
