IN THE MATTER REGARDING ALLEGATIONS RELATING TO REPRESENTATIVE LUIS V. 
                               GUTIERREZ

               Mr. Bonner, from the Committee on Ethics, 
                        submitted the following

                              R E P O R T

    In accordance with H. Res. 451, adopted on June 5, 2007, 
and extended in the 112th Congress by H. Res. 5, Section 4(d) 
and Rule 18(e)(2) of the Committee on Ethics (Committee), the 
Committee hereby submits the following Report to the House of 
Representatives:

                       I. FINDINGS AND CONCLUSION

    On August 1, 2011, the Committee convened for the purpose 
of considering the arrest on July 26, 2011, of Representative 
Luis V. Gutierrez during a protest outside the White House in 
Washington, D.C., for failure to obey a lawful order of a 
police officer. Representative Gutierrez paid a $100 fine and 
was released following his arrest. The local proceedings 
related to Representative Gutierrez' arrest are now resolved.
    The Committee voted against empanelling an investigative 
subcommittee regarding this matter. The Committee considered 
the scope and nature of the conduct of Representative Gutierrez 
and determined that review by an investigative subcommittee is 
not required in this matter.

 II. STATEMENT UNDER RULE 13, CLAUSE 3(c) OF THE RULES OF THE HOUSE OF 
                            REPRESENTATIVES

    The Committee made no special oversight findings in this 
Report. No budget statement is submitted. No funding is 
authorized by any measure in this Report.
