      PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 4502) MAKING 
APPROPRIATIONS FOR THE DEPARTMENTS OF LABOR, HEALTH AND HUMAN SERVICES, 
    AND EDUCATION, AND RELATED AGENCIES FOR THE FISCAL YEAR ENDING 
   SEPTEMBER 30, 2022, AND FOR OTHER PURPOSES; AND FOR OTHER PURPOSES

                       [To accompany H. Res. 555]

    The Committee on Rules, having had under consideration 
House Resolution 555, by a record vote of 9 to 4, report the 
same to the House with the recommendation that the resolution 
be adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H.R. 4502, the 
Labor, Health and Human Services, Education, Agriculture, Rural 
Development, Energy and Water Development, Financial Services 
and General Government, Interior, Environment, Military 
Construction, Veterans Affairs, Transportation, and Housing and 
Urban Development Appropriations Act, 2022, under a structured 
rule. The resolution provides one hour of general debate 
equally divided and controlled by the chair and ranking 
minority member of the Committee on Appropriations or their 
designees. The resolution waives all points of order against 
consideration of the bill. The resolution provides that an 
amendment in the nature of a substitute consisting of the text 
of Rules Committee Print 117-12, modified by the amendment 
printed in part A of the Rules Committee report, shall be 
considered as adopted and the bill, as amended, shall be 
considered as read. The resolution waives all points of order 
against provisions in the bill, as amended. The resolution 
provides that following debate, each further amendment printed 
in part B of this report not earlier considered as part of 
amendments en bloc pursuant to section 3 shall be considered 
only in the order printed in this report, may be offered only 
by a Member designated in this report, shall be considered as 
read, shall be debatable for the time specified in this report 
equally divided and controlled by the proponent and an 
opponent, may be withdrawn by the proponent at any time before 
the question is put thereon, shall not be subject to amendment, 
and shall not be subject to a demand for division of the 
question. The resolution provides that at any time after debate 
the chair of the Committee on Appropriations or her designee 
may offer amendments en bloc consisting of further amendments 
printed in part B of this report not earlier disposed of. 
Amendments en bloc shall be considered as read, shall be 
debatable for 30 minutes equally divided and controlled by the 
chair and ranking minority member of the Committee on 
Appropriations or their designees, shall not be subject to 
amendment, and shall not be subject to a demand for division of 
the question. Waives all points of order against the amendments 
printed in part B of the Rules Committee report or amendments 
en bloc described in section 3 of the resolution. The 
resolution provides one motion to recommit. The resolution 
provides that House Resolution 188, agreed to March 8, 2021 (as 
most recently amended by H. Res. 508) is amended by striking 
``July 30, 2021'' each place it appears and inserting (in each 
instance) ``September 22, 2021''. The resolution provides that 
at any time through the legislative day of Friday, July 30, 
2021, the Speaker may entertain motions offered by the Majority 
Leader or a designee that the House suspend the rules with 
respect to multiple measures that were the object of motions to 
suspend the rules on the legislative days of July 26 or 27, 
2021, and on which the yeas and nays were ordered and further 
proceedings postponed. The Chair shall put the question on any 
such motion without debate or intervening motion, and the 
ordering of the yeas and nays on postponed motions to suspend 
the rules with respect to such measures is vacated. Proceedings 
may be postponed through September 22, 2021, on measures that 
were the object of motions to suspend the rules on the 
legislative days of July 26 or 27, 2021, and on which the yeas 
and nays were ordered.

                         EXPLANATION OF WAIVERS

    The waiver of all points of order against consideration of 
the bill includes:
     Section 306 of the Congressional Budget Act, which 
prohibits consideration of legislation within the jurisdiction 
of the Committee on the Budget unless referred to or reported 
by the Budget Committee.
     Clause 10 of rule XXI, which prohibits 
consideration of a measure that has a net effect of increasing 
the deficit or reducing the surplus over the five- or 10-year 
period
    The waiver of all points of order against the provisions of 
the bill, as amended, includes:
     Clause 2(a) of rule XXI, which prohibits 
unauthorized appropriations or legislative provisions in an 
appropriations bill.
     Clause 2(c) of rule XXI, which prohibits 
consideration of amendments to an appropriations bill if it 
changes existing law.
    The waiver of all points of order against the amendments 
printed in part B of this report or against amendments en bloc 
described in section 3 of the resolution includes a waiver of 
clause 2(c) of rule XXI, which requires that limitation 
amendments be offered at the end of the bill. The waiver is 
necessary because the limitation amendments printed in this 
report will be offered at the end of each division. It should 
be noted that sponsors of such amendments complied with Rules 
Committee guidance when drafting amendments to the end of 
divisions rather than the end of the bill.
