Reports to Congress

The Coast Guard and Department of Homeland Security have recently delivered several reports to Congress on topics relevant to the NPFC, such as the Oil Pollution Act and the Oil Spill Liability Trust Fund.

OPA Liability Limits

The annual Oil Spill Liability Trust Fund Disbursement Report is compiled in response to the language set forth in Section 2712 of Title 33, United States Code, which directs the annual submission of a report listing each incident that occurred in the preceding two fiscal years that resulted in disbursements of $500,000 or more from the Oil Spill Liability Trust Fund and an accounting of any amounts reimbursed to the Fund in the preceding fiscal year that were recovered from a responsible party for incidents with disbursements that totaled $500,000 or more.

This annual report to Congress, analyzes the impact of oil discharges on the OSLTF for amounts exceeding OPA liability limits. This report is mandated by the CG & Maritime Transportation Act of 2006 (109-241).
