Tribal Consultation
The Department of Justice’s annual Tribal Consultation on Violence Against American Indian and Alaska Native Women is held pursuant to Public Law 109-162, Title IX, Section 903 of the Violence Against Women Reauthorization Act of 2005. This law requires the U.S. Attorney General to conduct an annual consultation with Indian tribal governments to address the federal administration of all tribal funds and programs established under the Violence Against Women Acts (VAWA) of 1994, 2000, and 2005. The statute further directs the Attorney General to solicit recommendations from the Indian tribes at an annual consultation concerning the following items:
- Administering tribal funds and programs
- Enhancing the safety of Indian women from domestic violence, dating violence, sexual assault, homicide and stalking
- Strengthening the federal response to such violent crimes; and
- Improving access to local, regional, state, and federal crime information databases and criminal justice information systems.

2013 was the first year the Department of Justice consulted with tribal leaders on sex trafficking as required by the Violence Against Women Reauthorization Act of 2013.
7th annual Government-to-Government Tribal Consultation, October 2-3, 2012, Tulsa, Oklahoma. Day 1 focused on the 7th Annual Violence Against Women Consultation and Day 2 focused on Department of Justice Grant Funding (CTAS). The consultation’s goal was to engage in a dialogue between the United States government and leaders from Indian tribal governments about how to enhance the safety of Alaska Native and American Indian communities and prevent violence against women.
6th annual Tribal Consultation, December 15, 2011, Santa Ana Pueblo, New Mexico. The consultation focused on improving the response to violence against women in tribal communities.

5th annual Tribal Consultation, October 4-5, 2010, Spokane, Washington. The first day of the consultation focused on the subject of violence against American Indian and Alaska Native women. The second day was devoted to consultation on Department of Justice (DOJ) grant funding for tribal governments, focusing specifically on the Coordinated Tribal Assistance Solicitation (CTAS) process that was implemented in Fiscal Year 2010. In Fiscal Year 2010, DOJ issued a single CTAS encompassing all DOJ tribal government-specific grant programs with the goal of gaining a better understanding of each tribe’s overall public safety needs and supporting a more coordinated approach to grant-making. In addition, the DOJ solicited recommendations for the Fiscal Year 2011 tribal grant process.
4th annual Tribal Consultation, October 30, 2009, Minneapolis, Minnesota. The purpose of the Tribal Consultation was to engage in a government-to-government dialogue between the United States Government and the leaders from Indian tribal governments on how to best enhance the safety of Alaska Native and American Indian women from domestic violence, dating violence, sexual assault and stalking.
