    PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 6914) TO REQUIRE 
  INSTITUTIONS OF HIGHER EDUCATION TO DISSEMINATE INFORMATION ON THE 
RIGHTS OF, AND ACCOMMODATIONS AND RESOURCES FOR, PREGNANT STUDENTS, AND 
FOR OTHER PURPOSES; PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 6918) 
TO PROHIBIT THE SECRETARY OF HEALTH AND HUMAN SERVICES FROM RESTRICTING 
 FUNDING FOR PREGNANCY CENTERS; AND PROVIDING FOR CONSIDERATION OF THE 
  RESOLUTION (H. RES. 957) DENOUNCING THE BIDEN ADMINISTRATION'S OPEN-
 BORDERS POLICIES, CONDEMNING THE NATIONAL SECURITY AND PUBLIC SAFETY 
 CRISIS ALONG THE SOUTHWEST BORDER, AND URGING PRESIDENT BIDEN TO END 
               HIS ADMINISTRATION'S OPEN-BORDERS POLICIES

                              R E P O R T

                       [To accompany H. Res. 969]

    The Committee on Rules, having had under consideration 
House Resolution 969, by a record vote of 5 to 4, report the 
same to the House with the recommendation that the resolution 
be adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H.R. 6914, the 
Pregnant Students' Rights Act, under a closed rule. The 
resolution waives all points of order against consideration of 
the bill. The resolution provides that the amendment in the 
nature of a substitute recommended by the Committee on 
Education and the Workforce now printed in the bill shall be 
considered as adopted and the bill, as amended, shall be 
considered as read. The resolution waives all points of order 
against provisions in the bill, as amended. The resolution 
provides one hour of general debate equally divided and 
controlled by the chair and ranking minority member of the 
Committee on Education and the Workforce or their respective 
designees. The resolution provides for one motion to recommit. 
The resolution further provides for consideration of H.R. 6918, 
the Supporting Pregnant and Parenting Women and Families Act, 
under a closed rule. The resolution waives all points of order 
against consideration of the bill. The resolution provides that 
an amendment in the nature of a substitute consisting of the 
text of Rules Committee Print 118-20 shall be considered as 
adopted and the bill, as amended, shall be considered as read. 
The resolution waives all points of order against provisions in 
the bill, as amended. The resolution provides one hour of 
general debate equally divided and controlled by the chair and 
ranking minority member of the Committee on Ways and Means or 
their respective designees. The resolution provides for one 
motion to recommit. The resolution further provides for 
consideration of H. Res. 957, Denouncing the Biden 
administration's open-borders policies, condemning the national 
security and public safety crisis along the southwest border, 
and urging President Biden to end his administration's open-
borders policies, under a closed rule. The resolution provides 
that upon adoption of the resolution it shall be in order 
without intervention of any point of order to consider H. Res. 
957. The resolution provides that H. Res. 957 shall be 
considered as read. The resolution provides one hour of general 
debate equally divided and controlled by the chair and ranking 
minority member of the Committee on the Judiciary or their 
respective designees.

                         EXPLANATION OF WAIVERS

    Although the resolution waives all points of order against 
consideration of H.R. 6914, the Committee is not aware of any 
points of order. The waiver is prophylactic in nature.
