Council Annual Reports

The Council for the Conservation of Migratory Birds (Council) was established in 2009 by the Secretary of the Interior to oversee the implementation of the Executive Order 13186 Responsibilities of Federal Agencies to Protect Migratory Birds (Order). As one of its provisions, the Order requires the Council to produce an annual Report to showcase and report agency activities associated with implementation of the Order and associated Memoranda of Understanding.

In accordance with the Order, Council staff began preparing annual reports immediately, issuing the first one in 2011. Each report, up until the 2013-2014 Report, has been highly detailed and formatted in a manner similar to a magazine. However, the development and production of this detailed paper report was very time-consuming, at times delaying the delivery of the final report for up to a year or more. To expedite production of the report, the Council voted in 2016 to reduce the paper report to a much shorter, more simplified summary and supplemented by a webpage displaying individual agency accomplishments for each report year.
